This figure shows the number of councils spending less than 80%, between 80% and 100%, and more than 100% of their budgeted capital expenditure. From 2012/13 to 2022/23, the largest category in each year was councils spending 80% of their budgeted capital expenditure. In eight years, this category had 40 or more councils. The smallest number of councils included in this category was in 2017/18 (35 councils) and 2020/21 (28 councils). Generally, the second largest category was councils spending between 80% and 100% of their budgeted capital expenditure. This was the case in every financial year except for 2020/21. This category contained between 17 (2021/22) and 24 (2020/21) councils each year. Generally, the smallest category was councils spending over 100% of their budgeted capital expenditure. This category contained between 10 (in 2012/13) and 26 (2020/21) councils each year.
