Tier 1 councils
There are 18 Tier 1 councils. These councils are defined as "Tier 1 local authorities" under the National Policy Statement on Urban Development 2020, which came into effect on 20 August 2020.79 The National Policy Statement categorises all urban environments into three tiers, based on their population size and growth rates. Tier 1 urban environments are high growth areas.
