Dashboard: Reforms of vocational education

In August 2019, the Government announced its decision to reform vocational education. The aim was to create a unified vocational education system that responds to the needs of learners and employers. Further reforms were announced after a change of Government in 2023.

One of our functions is to report on the performance of public organisations. We maintain a database of information on the financial and service performance of several types of public organisations. We use this information to inform the different types of work we do (such as the annual review briefings we provide to Parliament’s select committees).

We will continue to update the data during and after the implementation of the reforms. This is to track the reported service performance of the public organisations involved in the reforms during their transition. We do not intend to use this data to assess whether the objectives of the reforms are being achieved.

This dashboard includes financial, service performance, and enrolments data for Te Pūkenga and its Crown entity subsidiary companies. The 16 institutes of technology and polytechnics (ITPs) became Crown entity subsidiary companies of Te Pūkenga from 1 April 2020. They were disestablished on various dates in 2022.
