About the data

We make available here the 16 ITPs’ performance information from when they operated as independent tertiary education institutions (TEIs). We also include performance information for the Crown entity subsidiary companies of Te Pūkenga before they were incorporated into Te Pūkenga.

We will continue to report on, and make available here, performance information for Te Pūkenga as its transformation programme (and any future organisational reforms) progress.

The data covers just over four years before the reforms (1 January 2016 to 31 March 2020) and the transition period (1 April 2020 to 31 December 2022). We will add data for after the reforms (from 1 January 2023) as it becomes available and has been audited.

Additionally, we have included data on Educational Performance Indicators (EPIs) from the Tertiary Education Commission (TEC) between 2016 and 2022.

The enrolments data published in annual reports is provisional because it is not finalised until the following year. Finalised enrolments data is published on the Tertiary Education Commission’s official website.

Service performance is best understood through a mixture of quantitative measures, qualitative indicators, and qualitative descriptors. The information in the dashboard tells only part of the story. More information can be found in Te Pukenga’s strategic intentions documents and annual reports.

Legal requirements for reporting

Legislative requirements for Te Pūkenga and the ITPs’ performance reporting are set out in the Education and Training Act 2020 (and the Education Act 1989 before that) and the Crown Entities Act 2004.

A Crown entity is required by the Public Finance Act 1989 to prepare end-of-year performance information for the appropriation if it is named as a “performance reporter” in relation to that appropriation.

There are also special reporting requirements for some newly established or disestablished entities, including Crown entities, set out in the Public Finance Act 1989.

Years covered by the data

The data covers just over four years before the reforms (1 January 2016 to 31 March 2020) and the transition period (1 April 2020 to 31 December 2022).

We will add data for after the reforms (from 1 January 2023) as it becomes available and has been audited.

Note that enrolments and Educational Performance Indicators (EPI) data are shown in the dashboard but are not included in the downloadable data file.

What’s missing?

Some annual reports have not been published and/or audited, so the dashboard does not include data from:

Notes about the 2020 data

Te Pūkenga’s 2020 data covers only 9 months due to its establishment partway through the year. 

There was no statutory requirement for the ITPs to prepare service performance information for the 3-month period ended 31 March 2020. Their information covering 12 months was reported in their annual reports produced as Crown entity subsidiary companies for the period 1 April to 31 December 2020.

Notes about the 2021 data

There was no statutory requirement for the individual Crown entity subsidiary companies to prepare service performance information for 2021. Information on the Crown entity subsidiary companies is included in the service performance information for Te Pūkenga. This could lead to gaps in the 2021 service performance data due to reporting differences.

The financial performance information for the Te Pūkenga Work Based Learning Limited subsidiary for 2021 covers a 5-month period ended 31 December 2021, because Te Pūkenga Work Based Learning Limited was established in August 2021. This means the financial data for this subsidiary may not provide a full picture of its annual performance. Caution is therefore advised when interpreting this data.

Notes about the 2022 data

The Crown entity subsidiary companies are included in the service performance information for Te Pūkenga.

The financial performance information for the Crown entity subsidiary companies covers various periods for 2022, depending on the date of disestablishment. This may affect the comparability of the data between entities and over time:
