A structure of the National Security System that shows it has two modes. The first mode is called “ongoing governance” and involves the chief executive of DPMC, the Security and Intelligence Board, the Hazard Risk Board, and the National Exercise Programme. The second mode is called “crisis response” and involves the Officials’ Committee for Domestic and External Security Co-ordination (ODESC), the Watch Group, the Red Team, and the Lead Agency.
