Figure 6 is a bar graph, showing the percentages of government departments, district health boards, Crown research institutes, other Crown entities, and State-owned enterprises that were graded "very good", "good", and "needs improvement". The district health boards were doing worst, with none graded as "very good", 71% graded as "good", and 29% graded as needing to make improvements.
