Figure 5 is a bar graph, showing the percentages of government departments, district health boards, Crown research institutes, other Crown entities, and State-owned enterprises that were graded "very good", "good", and "needs improvement". The Crown research institutes were doing best, with 75% graded as "very good", 25% graded as "good", and none graded as needing to make improvements.
