Figure 13 is a bar graph. It shows that DHBs are over-represented in the lower grades for their management control environments. For 2006/07 and 2007/08, 76% were graded as good. The percentage of DHBs graded as needing to improve has been, in the last three years, 24%, 19%, and 24%.
