Figure 27 is a bar graph. It shows a marked change between the results for 2007/08 and 2008/09 - for 2008/09, we consider there to be more DHBs deficient in more aspects of procurement practice (for example, six DHBs deficient in five of the six aspects of procurement practice, and eight DHBs deficient in all six aspects).
