Wider factors affecting performance

This data covers the period 1 July 2015 to 30 June 2023. The Covid-19 pandemic occurred during this period and affected the performance of Health New Zealand | Te Whatu Ora and the district health boards (DHBs).

For example, a provision recorded for obsolescence of Covid-19 related inventories contributed $284 million to the $1 billion deficit for Health New Zealand | Te Whatu Ora in 2022/23.

Events that occurred after balance dates also affected the financial information reported. For example, the settlement of pay equity claims after balance date contributed to the $1 billion deficit for Health New Zealand | Te Whatu Ora in 2022/23. The $859 million estimated cost of the settlements relating to 2022/23 was required to be recognised as expenditure before its balance date, whereas funding expected to be received cannot be recognised until 2023/24.

The establishment of Health New Zealand | Te Whatu Ora also affected performance reporting. For example, the number of performance indicators reported reduced overall because district level reporting was consolidated.
