Value chain analysis
Committees should ask questions that seek to test the extent to which entities understand the impact others can have on their own success and how they monitor and intervene where this is negative. For example, how does the entity make sure that it is not the weak link in the delivery chain?
This question opens up the "value" the organisation adds. According to one governor, public entities deliver value through the outcomes they aim to achieve. The outcomes are the end point in a public sector "value chain". Understanding this "value chain" is key to understanding the value opportunities available to the entity as well as the relevant corresponding uncertainties and risks. They said that knowing how value is created and can be destroyed is fundamental to risk assurance.
